1. Experiment with Eye Make Up Tips to Find the Balance
You really need to experiment and play with new colors and have fun learning to apply eye shadow that is within the same shade and that complement each other (you can soften and blend similar colors easier). That's why, neutral eye make up is a favorite. When applied properly it draws people's gazes "into" your beautiful eyes, not "at" your eyes. The ideal behind eye make up tips application is to create illusions that minimize "faults" and increase the perception of picture perfect expressive eyes.
Eye makeup should enhance your eye's shape and color. To outline the contour of the eye, you can use eyeliners or pencils. Here's the general rule to apply eye make up tips. You need to use four different-colored shadows as follows;

2. Determining your Eyelid Shape - How to Shade for Shape
Prominent Eyelid - If you have this eyelid you want to make the eyelid look smaller and thinner. So shade the eyelid and the crease of the eye and highlight only below the eyebrow, not the eyelid.
Hooded Eyelid - With this type you want to make it look like there is more eye lid. Apply high lighter on the eyelid to make it look larger. Shade the crease of the eye only and spread the eyeshadow outwards to join the corners of the eye.
Deep Set Eyelid - This is the most versatile shape because you can either apply eye shadow tips to highlight or shade the eyelid (of course, you don't want to do both at the same time ;-). Make sure you shade the crease of the eye and apply high lighter just under the eyebrow.
You can use eye shadow tips to apply brown, smokey, green or blue shades for any of the above lid shapes depending on which is complementary to you.
3. How to Apply Eye Shadow to Create Shape - Winged & Round
There are two basic ways to apply eye shadow in shape shading, "rounded" and "winged". Now you want to determine what is the best shading shape in your case. You can try applying one shading shape "rounded" to one eye and the other shading shape "winged" to the other eye, then look in the mirror to see which one looks best on you (the rounded technique seems to look good on the majority of women). If you don't have much room between the eyelid crease of your eye and your eyebrow then apply eye shadow using the winged shape (unless there is some sagging).

1. Winged Shading - looks best where skin towards the corner of the eye is not sagging such as on younger women because their skin is still firm.

2. Round Shading - use when your brow bone markedly curves around the eye and don't used the winged style because it will make any sag more obvious.

i. Highlight eyeshadow from lash to brow
ii. Medium shade eyeshadow on lid
iii. Accent eyeshadow in wedge at outer corner. blend well
ix. Line upper and lower lashes with eyeliner pencil
b. Rounded Eye Shadow Application:

i. Highlight eyeshadow across the eyelid, from the lash line to slightly beyond the crease, and all the way to the eyebrow
ii. Medium shade eye shadow to the eyelid and smudge under the bottom eyelashes
iii. Accent eye shadow in the wedge at the outer corner of the eye and blend well
ix. Line upper and lower lashes with eyeliner pencil
b. Advanced Rounded Eye Shadow Application:

i. Highlight eye shadow across eyelid, from lash line to slightly beyond crease and all the way tho the eyebrow
ii. Mid tone eye shadow on inner corner of lid
iii. Accent eye shadow on crease and in wedge; blend all well
ix. Line upper and lower lashes with eyeliner pencil.
